The situation that you describe is No Risk for HIV transmission. Hand jobs, or masturbation in that mechanism are considered to be non-insertive masturbation. This means there are no exchange of bodily fluids (directly) and so there is no risk for HIV transmission. Additionally, sweat is not a bodily fluid that transmits HIV, so there is no risk of HIV transmission regardless.

Here is a transmission equation that may help you to understand the 3 components that are necessary for HIV infection. All 3 components are necessary for HIV transmission to even be possible:
