I recently had protected sex with a women her hiv status unknown. I did use condoms. My worry is after little forplay she became wet and my penis got accidently had slight touch to her vaginal fluid outside her vagina. is there any risk of getting hiv by just mare touch with pre cum vaginal fluid outside vagina and mark my words it was just a small touch only. thanks awaiting you reply

Using a condom is really the most cost-effective away to protect ourselves from contracting with HIV. Therefore, a protected encounter is really not the most important thing to worry about. 
Assuming the lady is living with HIV, her HIV+ vaginal fluids are already weaken and killed in the air. HIV cannot survive in the air for more than seconds to minutes. The virus cannot enter your bloodstream in this scene.
