I was in a crowded bar and the man next to me accidently burned me on my lips and mouth with his hot lighted cigarette.
That man was also burned from his cigarette on his fingers when he accidently burned me on my lips.

The burn I got on my outer and inner lips from hot cigarette ash was very hot, it created a thermal burn on my lips but
it was not bleeding.

If the man's blood from fingers was passed to my burned lips through the hot cigarette ash which was mixed with the man's blood,
what is the HIV risk in that case?

Does this kind of burn on my lips can provide direct access to the blood stream for possible HIV infected blood on cigarette ash?
As I wrote my burn on inner and outer lips was very hot, it created a thermal burn on the lips but
it was not bleeding .

From the information given, this scenario is determined to be of No Risk (transmission of HIV is not possible in the given scenario)

Transmission is considered to be of No Risk for the following reasons:

In order for transmission to occur, there needs to be a bodily fluid present. From the situation you described, if there was any blood in the ash it likely would have been dried and HIV rapidly decreases in concentration when exposed to air and is not present in a fluid that can sustain the integrity of the virus. Furthermore, it does not appear that there was any open access to enter the bloodstream if the burn was not actively bleeding. Overall, the combination of these factors do not provide an ideal environment for transmission to occur.
