Sex with a condom is considered a low risk activity. Giving oral sex (without a condom) is also considered a low risk activity (presumably protected oral sex has even lower risks associated with it). Receiving oral sex is considered a negligible risk activity. Low risk means that while transmissions are possible, they usually require specific circumstances to occur (like the condom breaking during sex, or major wounds in the mouth when giving oral sex). Negligible risk means that while theoretically possible, transmissions have never been shown to occur due to activities such as these.

Mutual masturbation is a no risk activity. HIV does not transmit this way.
