Thank you for your inquiry. From what we gather from the question, you were asking if you can kiss a person with a burned tongue, and if this is a risk for HIV transmission.

Depending on the severity of the burn, HIV transmission can only provide a risk while deep kissing if there appears to be a substantial presence of blood. HIV transmission can only occur when HIV positive bodily fluids (such as blood) have direct access to the bloodstream of another through cuts in the skin. If you do not have any visible cuts or sores in/on your mouth, and you have come into contact with a person who has a 'burned tongue', you may consider this a No Risk: transmission of HIV is not possible with the given scenario. (No exchange of bodily fluids).

Recommendation: No need for HIV test with the scenario provided, refer to a physician for other health related questions.
