Am i at risk of getting HIV through
Kissing someone who just brushed
Kissing someone then brushing afterwards
Kissing someone three hours after brushing
Why I am concerned about kissing is because the person I kissed may have had bleeding gums, and I have slight cuts on my lip after I brush

Also I have small cuts in anus, my partner fingered me (no noticeable bleeding on his hand)
Secondly he was biting my butt cheek there was no noticeable cut on my butt cheek but I am worried my skin may have been slightly broken through the bite. would this be risky if he had a small amount of blood on his lips although I didn't notice this ?

He Licked the shaft of my penis with tongue
He Licked the tip of my penis with his tongue(opening of penis with tongue stuck out tongue)
He stuck out his tongue to do so, my penis never enterd his mouth
- He Just brushed his teeth and may have had blood on his tongue.

It seems you are concerned about contracting HIV after engaging in oral sex. We are glad to provide some information.

Receiving oral sex is considered a Negligible Risk activity. This means that there has never been a confirmed report of HIV transmission from this activity. The second factor is that when HIV comes into contact with saliva it does not transmit. Therefore kissing does not pose a risk of HIV infection. The activities you describe do not warrant you to be tested for HIV.
