I met up with a stranger I met online and we masturbated together. I looked down and saw him taking precum off his penis and rubbing it into the tip of my penis into my own precum. I was a little concerned about this because I know precum can carry HIV and mucuous membranes are supposed to be permeable. I've seen some variations on this question but usually it does not seem the other person was deliberately trying to rub precum into anything (i.e. my urethra). Should I be concerned? Are there any known comparative risk from this? It kind of sounded like the same end result of "docking" for which I saw there was very low risk. I have no diseases or health problems. What would you do?

With this the key thing is that HIV is a very fragile virus that is rendered intransmissible once it is exposed to air. Because of this, this is considered a no risk situation, meaning the virus does not transmit this way. This would have a lower risk than docking, which is itself very low risk (as you mentioned).
